Is it a coincidence that we are being targeted for some of our best players while Middle Eastern owned clubs like City and Newcastle are pretty much untouched. Maybe I am suffering paranoia.

Yes, you are being paranoid. Salah is the Arab poster boy and he'd be one of the biggest signings/ statements they can make. Hendo and Fabinho we were happy to let leave and they are coming to the end of their careers.
I don't have anything against those who want the large contract but I want players at LFC who want to be the best player they can be, not make the most money they can.

Citys owners are Qatari and Newcastles are Saudi. Qatar and Saudi Arabia are not the same place OP. And they really do not have the best relationships. Ties were cut until 2021 and they are slowly rebuilding ties, but that does not mean they are friendly.
