Genuine question, looking at the Phillips goal line clearance on MotD, why wasn't that a foul on Alisson?

He had two players on him who were clearly infringing him, as far as I could see?

Is that actually allowed within the laws of the game or, if they had scored, would VAR have ruled it out for the foul?
